FORWARD TO ENGINEERS, OPERATORS AND PROGRAM DIRECTORS.
You may have read about the regional state IPAWS testing which FEMA is doing. They started with a single state, West Virginia, and moved on to a north-south string of states from Michigan to Tennessee. That test was followed by a six state test in New England and most recently a group composed of four southwestern states plus two north central states. The next proposed group consists of 22 states which includes Iowa.

The proposed date/time for the February IPAWS/EAS test is Wednesday, February 24, 2016, 2:20 PM ET/1:20 PM CT. The test message will use the National Periodic Test (NPT) event code with an audio message that sounds very much like a typical Required Monthly Test text.
They are working with state associations and NCTA to encourage EAS Participants in targeted states to set their EAS devices to immediately forward an incoming National Periodic Test (NPT) message. They will conduct a series of webinars, the first of which targets station managers, owners and state emergency management officials to briefly explain IPAWS, talk about what they are planning and generally encourage everyone to talk to each other to help improve EAS locally.

The next three webinars are aimed at engineers and techs. The same material will be presented on different weekdays at different times for maximum accessibility. The technical webinars will get into the nuts and bolts of IPAWS and conclude with step-by-step EAS device configuration instructions for the various boxes in the field. Please encourage your technical staff to participate.
Participation in the IPAWS test is completely voluntary and is conducted in a no-risk environment. They do not propose that the NPT replace any scheduled RMT or RWT messages. In doing so, they eliminate Enforcement Bureau action should a volunteer test participant experience a problem relaying the test message. By participating in this exercise broadcasters and cable operators can confirm how their systems will respond to an NPT ahead of the recently released testing rules. From their experience they know that many television operations face significant challenges when it comes to audio insertion, program muting or ducking and scroll generation and placement on main and digital sub-channels. This is an opportunity for EAS Participants to observe exactly how their equipment performs prior to mandatory participation in the next national IPAWS/EAS test currently scheduled for early December 2016.
